I concur. Most Japanese can read English to some degree, but unless they live in central Tokyo and work with foreigners regularly they can't speak more than a few pleasantries.
So as far as conversational English goes, PI ranks pretty high in my book.
Well I'm no expert but my approach has been successful for me. I dont use the "want to meet for fun" approach. I do the opposite and say Im going to Phil for Business and Im single and will have a couple days off and would love to take them to dinner. I get more responses that way from girls that are not looking to make a buck for sex but are open to meeting a forigner.
Once you meet them you dont even need to bring up the words that you would like to sleep with them it just seems to happen. Filipinas are very open with sex if they like you. I would tell them prior to meeting them that I will need to meet with my boss at some point. If I wanted to move on from the girl I would just say that I recieved an email from my boss and he will meet me at my room in the morning. Seemed to work fine and the filipina did not get upset and think I was going to meet another girl.

I have been visiting China for the past 21 years and I disagree with your assessment. The largest investor in China is the overseas Chinese from Hong Kong, Taiwan and Singapore. Those 3 groups have invested more in China than the US & all the European countries combined. Most Japanese investors in China (originally) were the Japanese with Chinese blood. These same investors are related to the ones who built-up the Tiger economies of Asia (Korea, Taiwan, Singapore). If you go to the Guangdong province manufacturing plants, most (65+%) of the owners have Chinese roots.
Yes there is corruption among the government officials in China (no more than most western countries BTW) but the biggest difference between China and the other 3rd world countries is the quality of their policy makers. The China policy makers today have been educated in the finest institutions in the world (Harvard, Stamford, London School of Business, McGill, Princeton) and it was part of Deng's strategy for westernizing China (following the Singaporean model). If you go to those Universities today (as I have), you will find young scholars on scholarship from the Chinese government. They are the policy makers of tomorrow. These young scholars have very good paying jobs waiting for them back in China with the government.
The Phils is a very beautiful country but the reason few tourists go there is due to (unwarranted) safety concerns.

Learning any language is two fold. First you learn the basics in the classroom by writing, listening. then you need to put these in connecting words to become a conversation speaker. Conversation language is picked up better if you are forced to speak that language day in and day out.
Many Chinese learn basic english in School. My GF who was 18 could understand spoken and written english very well. But conversationwise she is lacking in comprehension. We communicated complex issues by writing. I tried to teach her but as usual human brain goes for the easiest path to convey. Without me there she needs to speak only Chinese with everybody. Also in etween my visits she will forget what I have taught her but will pick up quickly. But after two years still she cannot talk fluent english. She works in a department store and there is no need.
Some girls in bigger cities like Beijing and shanghai tend to have more opportunities to learn.

I partially agree with your assessment about ownership of factories being people of Chinese heritage. Only they were allowed to own it although the technology is western. Western companies were viewed with suspicion and were not allowed to own anything. But the total westernisation of the infrastructure and economy came from Germany and Japan. USA did not get into the fray in the begining mainly because of anti-communist stance.
Most of the high government officials I have met in Beijing are old people who are not well educated. But the system in the government is set up by Deng is western style modern system with checks and balances.

Food is a national strategic defence matter. The Jap govt pays farmers same as US govt, so that if the shit hits the farm, they can feed themselves.
Because there wil be no opportunity to ship food by sea - ships are extremely vulnerable in teh modern battlefield, it is necessary to maintain enough agricultural land to keep the populace fed.

Just like any woman from where you are from; they know within 15 minutes whether they will fuck you or not. However you can't just come out and say let's go fuck. You have to go through all the usual motions and rigamaroll. If you are that insistent on meeting someone just to fuck then why not just go to the usual haunts and pay your 1000 pesos rather than wasting countless hours on a website for something hit or miss.
