I have never had a bad experience with the Police in Medellin, in fact they have always been very helpful, and not to be feared like in Tijuana.
The difference being that the cops in Tijuana are corrupt and used to hassling gringos and extorting money from them. There are very few instances of the Police hassling gringos, and typically they are centered around Parque Lleras.
I do remember one posters experience here in Medellin about paying the Police 200 K Pesos, but they caught him carrying drugs. Something not to smart for a foreigner to do here. In Tijuana if you get caught with drugs, you will be spending several hours in jail along with paying out lots of money to walk.
Hows the overall quality in Parque Botero now? Are there many solid 8's running around? I kinda have this feeling like it will be a bunch of fuglies and such but I hope I am really wrong. Luckily there's strip clubs in the center anyway and sounds like a good time. I will finally be checking it out first hand after new years to see what's all the fuss.

I ended up renting an AirBnB apartment, bought an unlocked Samsung phone and a 12 L portable safe for my valuables, a supply of my favorite condoms, personal lube, wipes and a bullet vibrator. I have contact info of 8 local ladies from SA. I figure at least a 50% flake rate but hope to have a rapport and arrangement with at least one. My taste run to women in their 30's.
I have utilized SA successfully before and have one sugar baby in the US that I see every 2 weeks for a weekend. I take her on dates she really enjoys and pay her rent ($900 mo). In my obviously biased opinion that's the key to making the most of your trip.
The first thing is to have realistic expectations. If you go to McDonald's expecting the finest filet mignon you're going to be disappointed. If you're going to McDonald's you should be looking for the stuff you find at McDonald's.
If you're going to any spot in El Centro, like Parque Botero, expecting a swarm of beauty queens, you're going to be disappointed. Why would all the hottest girls be walking around offering themselves for the lowest price to the people with the least amount of money? Sure you can find 7's and the occasional 8, but you'll have to search for them.
Fortunately, the average Colombian girl looks better and takes better care of herself than the average US girl. This means you should be able to find what you're looking for, if you put in the effort.
Read the forum. PolloNegro and Surfer500 both write frequently about the girls in El Centro. There's also reports from TheTallMan, Nounce and others. They may not all agree on everything, but any of them can help you have reasonable expectations.
The strip clubs in El Centro are a good time, for some people. Others won't go near the places. If you're expecting an upscale US strip club, El Centro isn't the place to go. Instead, think of the slummiest strip club you've been to, with better looking girls.

If you treat the girls right, pay the going rate, or just a bit more, most will happily see you whenever you visit, especially if you're staying in upscale accommodations.
Paying a monthly amount doesn't guarantee anything. Although, it does increase the likelihood that the girl will frequently be asking for more money for every imaginable problem. If she's got other plans when you're around she will have a good excuse why you couldn't reach her. After you're out of the country.
However, if you feel there's some benefit, the Colombian minimum wage is about 800 k pesos monthly, less than $250 at current rates.

The printed building rules have a clause about not bringing working girls home, but we shall see what the reality is. I'm not planning on bringing casa or street gals to my place, but hope to bring a date or 2 there. I will let you know. In my research, it seems that every lodging facility has an official policy against guests but.

You have to specifically ask what the policy for guests is. If they have restrictions on visitors you are asking for a problem.
