I have been going thru some of my old Cherry blossom contacts from five or six years ago. I load their mail into FB just to see what comes up. As GE and others have said a successful big age gap relationship is possible, though there are plenty of pitfalls for the unwary. The first thing that one has to recognise is that when Filipinas say that "age is just a number", they don't mean that they find young guys and old guys equally attractive, they mean their position in life and social / economic prospects is such that they are willing to trade their youth and good looks for financial security for themselves and often their wider family. The willingness to do this obviously depends on what other alternatives are available.
One word of caution. Philippines along with the rest of Asia is changing very fast. You will hear some guys here saying "I married a 21 year old Pinay 10 years ago or 20 years ago" and it all worked out fine etc. But alot has happened in the last 10-20 years. Back then there were no web cam girls, no call centres, no planes loaded with Koreans, few girls had a mobile phone, almost none had a laptop, the dating sites were either not around or much more primative and fewer western guys came to the Phils. In short hot 21 year old Pinays now have many more options than their elder sisters or mothers 10 or 20 years ago.
That said because of Philippines relatively disaserous economic mismanagement and the policies of the Catholic church, Phils is perhaps the best place in the world to find a good May-December relationship, so if the alternative is a November-December relationship back home, maybe it's worth a shot.
Obviously you can potentially stumble accross the right girl anywhere but if you wish to improve your odds personally I would be cautious about low population areas which attract lots of relatively young foreign tourists (such as Palawan, Camiguin, Siargao etc). I would also be cautious about girls who have grown up in the big cities as these tend to be either from relatively wealthy families or from slum areas, neither of which is a good option as the former may not want you and the latter may be best avoided. I'm not sure I would want to focuss on very remote places either. These may not be secure (some towns in Mindanao) or have poor medical facilities and because everyone knows everyone else and people tend to be rather conservative it may be difficult to play the field until you discover the right one.
Personally in your shoes I would base myself in a regional centre (or possibly the outskirts thereof) and target girls moving there from more provincial places or currently living a few hours away. If a girl is from say Leyte and has come to Cebu to study or geta job, she is likely to be living in some crappy boarding house struggling to pay the electricity bills and rent. As she is out of sight of neighbours and parents she has much more scope to be or become open minded it is probably therefore possible to date a number of such girls until you find the right one.
I think GE makes a very sensible point in waiting to see if you are still compatible with the girl and you are convinced she has a good character after the initial passionate ardour has disappaited somewhat. This would suggest somewhere like Cebu or CDO or Davao as possible places to base yourself.
On the other hand you may find the quality of living more important. Many older guys retire to Dumaguete which has some very pleasant places to stay. The problem here is that it's not a great place for huntig for a girl as the ratio of foreign guys / attractive local girls is about the worst in the country. (Forget about picking up girls from the local Sulliman University. It's for rich kids and those girls are not going to want to hook up with an old retiree). Palawan is also a nice place to live if you like a more relaxed and nature focused lifestyle. It might be a good place for a May- September relationship, not sure about May-December though.

I agree with Greg London's suggestion of finding a decent-size municipal hub such as Cebu, Davao or CDO and using it as the focal point of a search. I don't know Cebu very well, but I do know CDO and Davao, which share the common characteristic of being home to approachable women. All it takes is dressing decently, a bit of game and showing some common courtesy to the ladies, and I think most men-even old guys like me-will find that they're at least willing to talk with you. These cities, and perhaps others, also have reasonably large expat communities, thus providing the opportunities to meet other guys who have established solid relationships and whose asawas, girlfriends, or partners may be willing to introduce the newcomer to some of their friends who are "looking." I have lost count of the number of my lady's friends who have asked her to introduce them to "nice" foreign men. (I should add the the two or so times we've acceded to these requests the results have not been good.)
At the risk of sounding somewhat repetitive, I again encourage those of you looking for such relationships to be patient, to take it slowly and to let things develop. Don't rush the first sexual encounter (there are plenty of bar girls available to take the edge off) , and take time to get to know the woman or women with whom you think there's the possibility of establishing a relationship. Since time and patience are essential prerequisites, this approach doesn't favor the guys who come here on two week holidays.

They would come to AC and work there for a couple of years and go back to their provinces and marry. Some got married to Manila guys.
