Chinese tourists travel mainly in big groups, so it will not be easy to pick one of them. Even Japanese women travel rarely alone. Perhaps you may get lucky in or near Khao San Road. In general the trend of those reports was that this area is "cheap, quick, mechanical and not easy to find". You will need some knowledge of Thai or Chinese (Teochew dialect?) to find your way around that area.

Japanese P4P must surely exist, but are quite probably "reserved" for Hi-so customers, such as top level managers of Japanese companies. Pseudo-Japanese gils (i.e. Thai girls dressed as Japanese girls) can be found in Soi Dead Artists (Sukhumvit Soi 33), but reputedly they are quite expensive. Many Japanese men spend their money here.
