Just as a note, there may be more girls available for P4P in just Pattaya alone than ALL the mongering venues thats open to us foreigners in this country.

Also, Wandering around in unfamiliar areas in a dark street at night (and just to let you know that MOST streets in PP aside from the main Blvds are dark and unlit).also fits the bill here.

The area has many people around, even at 3 AM. That's the only advantage of having those pesky moto-dope drivers around. There are many eyes on you. Hence it will be relatively safe to walk around drunk in that particular area late at night.
That's one advantage of PP over Tijuana or San Jose, Costa Rica. In Tijuana or San Jose, the local people will just look at you getting mugged; they don't even call the cops. In PP, they hate the criminals; they should still want to beat up the muggers (if they have the numbers).
I feel relatively safe walking around drunk when there are people around.
But that being said, remember since you will have more than $5 in your pocket, we barangs are a target. If you are drunk, you are more of a target. If you wear flashy clothes / jewelry, you are more of a target.
I wouldn't walk drunk late at nite on deserted streets. Not as dangerous as it would be in the Philippines, but I still wouldn't do it.
A real danger would be some guy on a moto-bike racing by and snatching your wallet, camera, or jewelry.
Just got a return e mail from the Blue Tongue Hotel, they said they do not allow "guests (of any type)".

General question, if moving around at night is unsafe outside the Flamingo Hotel area, how much should I pay the moto drivers to go to, say, Martinis or Sharkeys?

I've only been to the restaurant and it looked decent. How can a non-gf hotel survive in a monger district is beyond me?

If you want a moto then figure slightly more than half of that. $0. 50 or $0. 75 (or 2000-3000 riels). You can pay slightly more if you want, but definitely don't pay the first price ($3-$4?) these guys suggest.
However I avoid getting in any tuk tuk at or around 51st street. They generally are just ripoffs preying on the tourists and drunks. The one time I violated my rule and caught a tuk tuk on 51st to Martini he took me to the wrong place, then acted like an aggressive fool and started demanding more money than we had already agreed on to take me to Martinis. Eventually I had to just put his fare next to him and walk off.
My advice would be to walk a block or two to Norodom. 63rd, or Monivong and hail a ride from there.
