In an ideal world, parents would emphasize early childhood development and the teaching of social skills. If a child is 4 years old, but still has the social skills of a 2 year old, he will be ostracized. And once he gets ostracized, and he has no children his age to play with, his social skills will fall further and further behind. Social skills get stunted and it just becomes too difficult to catch-up. In that sense, it is no different than reading or arithmetic.
Unfortunately, getting bullied is a normal part of life for boys. It will always exist. So one should be equipped so that they can overcome bullies. Many people who were bullied find their niche. If you are short, fat, or a minority, you can develop other parts of your personality. Many comedians honed their skills because making other children laugh was their pathway to being well-liked, and that allowed them to "escape their bully's notice". Many successful people were bullied. Elon Musk and Chris Rock come immediately to mind. They used it as fuel to prove people wrong and succeed in life. Many boxing and MMA champions were bullied as children and that motivated them to learn self-defense. But yes, you are right others get discouraged and withdraw. They lose confidence and stop trying in life (socially, academically, or professionally). They find a safe space and stay there. I think that is fine too, as long as they aren't bitter and angry at the world like some incel shooter.
