Wi Fi Calls Might be an option also

I just saw your last post and tried to delete this post but it will only let me edit, so maybe someone else can learn something from this post. Sorry to take up the space.
I got financially stranded in Cartagena once, it sucks. I had given notice to both my bank and Visa that I was traveling! The Bastards! In those days I was using local mobile services and had not even bought a SIM yet, so I did not even have a phone. I got lucky in that I had money on my skype account and used my laptop to access the Wifi in my apartment, and the laptop had a built in mic. Again bry lucky. But again the money was already on my Skype account and if our bank card isn't working that is not an option for you. I was also ignorant on making an international call when using a foreign carrier, I didn't realize that +1 gets me into the US phone system and in order to get the + sign to come up that I had to hold down the 0 until it popped up. Another thing I suggest trying to make a Wifi call to your bank. If you do not have Wifi in your hotel / apartment most restaurants and cafes will. I found these instructions online, copied and pasted. Pulled it from a UK website but cannot imagine that Samsung has different settings in any other country.

1 connect your phone to WiFi.
2 from the home screen, tap Phone.
3 tap the Menu icon.
4 tap Settings.
5 scroll down to the Wi-Fi calling switch and toggle it On.
Samsung Galaxy S6, S6 Plus, S6 edge, S6 edge Plus, A3 (2016), A5 (2016):
1 connect your phone to WiFi.
2 from the home screen, tap Phone.
3 tap More in the top right corner.
4 tap Settings.
5 scroll down to the Wi-Fi calling switch and toggle it On.
Samsung Galaxy S5, S5 Neo:
1 connect your phone to WiFi.
2 from the home screen, tap Phone.
3 tap the Menu icon.
4 tap Settings.
5 tap Call.
6 scroll down to the Wi-Fi calling switch and toggle it On.
