Bahrain is by far your best bet if you're looking for girls. The effort in driving across the bridge and finding a hotel there will be much less than trying to find anything in Qatif or Jubail. If you can't go to Bahrain and are stuck in Qatif and Jubail, I would say it's the same as any large or medium-sized city in Saudi. Shopping malls. Markets. Filipina nurses. Internet dating. Prowling with bluetooth at cafes. Tutoring girls you find through referrals. Meeting girls through friends of friends. Parties at western compounds.

Prostitutes are there of course but they will be very, very hard to find.
