Authorities have imposed a curfew in the entire Zamboanga Peninsula after the military launched air strikes against alleged lawless elements in Payao town.

Senior Superintendent Ruben Cariaga, Zamboanga Peninsula police chief, said the curfew covers the provinces of Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay as well as the cities of Dapitan, Dipolog, Isabela, Pagadian and Zamboanga.

He said people are not allowed on the streets from 10pm to 5am.

The military earlier said it has captured 3 "lawless elements" after conducting air strikes in Payao town, Zamboanga Sibugay.

Western Mindanao Command spokesman Lt. Col. Randy Cabangbang said the 3 captured lawless elements are members of the group of Moro Islamic Liberation Front leader Waning Abdulsalam. The 3 are now in the custody of the local police.

He said 2 soldiers were killed in the latest operation after a firefight with lawless elements in Payao. He said 6 lawless elements were reported killed and 40 others wounded in the military offensive.

They also rationalized that dead chickens also added to the enemy's body count since a few chickens could make the difference between survival and death among undernourished people.

In the US, for example, under the PROTECT Act, if you go to a foreign country and have sex with someone under 18, you can be prosecuted in the US in federal court. Absolutely, DO NOT take ANY chances. Check out their identification, and even if it says they are over 18, be cautious anyway. The fact that they showed you a fake ID would be NO DEFENSE to a criminal charge.

The PROTECT act does not prohibit sex with persons under 18. It prohibits [B]commercial[/B] Sex with persons under 18, and any sex with persons under 16 if the age difference is at least four years, and any sex with anyone under 12 (yuck) regardless of the age difference. So, that last part would only apply to people age 16-20 anyway, because if they were 20 then the under 16 with 4 year difference part would kick in.

to meet you up with their friends for a free meal. beware that in phi they can get fake i. d easily. one girl i knew had two i. d. one passport saying she is 24 because she used that to work in dubai for a year. another school i. the saying she was 18.

for foreigners age of consent is 18. do not worry about individual country's age of consent.

there are many scams where they have demanded money, otherwise threatened to call the police. you will not hear of those who paid money to the girl's party or the police. you only hear of the arrests made if no money was paid in the newspapers.

phi is a very poor country. a girl in the slums would do anything for money. she knows if she does not agree for sex you will not be interested in meeting her.

Commercial is definited as money or any other financial method given either today or promised in the future.

Not sure if dinner is included in the financial definition.

Furthermore it's untrue there is no defense. Taken directly from the final bill passed by the House and Senate:

"(g) DEFENSE. —In a prosecution under this section based on illicit sexual conduct as defined in subsection (f) 2), it is a defense, which the defendant must establish by a preponderance of the evidence, that the defendant reasonably believed that the person with whom the defendant engaged in the commercial sex act had attained the age of 18 years."

I would not want to be in the position of establishing this preponderance, however. Having a picture of the person in question AND a photocopy of their ID [B]might[/B] help you.

i wrote "some" of the states has that 16/4 law. i just didn't want to list all the different state laws with the corresponding numbers.

it was just a clarification; you stated that 16/4 rule in the same sentence when discussing commercial sex which referred to the protect act.
