The exception might be teeming rain which tends to effect traffic everywhere. I would plan 1 hour to get to the airport by taxi, and it will likely take you more like 30 to 40 minutes.
That said: with manageable luggage I would take the BTS to Phaya Thai and transfer to the Airport Rail link. Cheaper, time certain, and no taxi hustle hassles.

That makes total sense to me considering there being much less to do about condom use among the ladies of The Philippines in general and, unless things have changed in the several years since I last visited The Philippines, Manila is one area where the system is to pay the girl after the deed vs Angeles City where you generally pay the girl's fee upfront and to the bar. In general I never bring up FS w / out condom in the interview stage because you'll always get the same answer. NO. I do ask about BBBJ and GFE / kissing but that's it and ST or LT of course but ST is a given sop w / most ladies. By the time we get to the room things should be nice an cozy and I go for bb, if there is resistance I get the condom out. So this sprinter that I encountered should have stayed put and I get the condom but she just freaked out, it could have been an act. Another couple of things about condoms and hookers. In Thailand (w my limited experience there) only the top ladies demand them and I always comply. In the PI, AC is upfront bar fines and I have the same failure rate, at least 20%. AC is much cheaper than other places (getting less so) and so the up front thing is tolerable for me. Nevertheless I took from the same club my last 3 nights on Burgos St. I would dine in Pasha Cafe at the corner where Kojax is located and see their dancers going to work, that's how they got me in there. Prior to that I was going to stay clear of the big bars on Burgos but I am weak for the top flesh and so I went into Kojax's and was throwing money around soon as my butt hit the seat.
ALL OF THE LADIES THERE will go w / whitey and I picked all good ones, the sex was only above satisfactory but I just liked them personally. So each night there I saw my date for the following night, while my dancer was in the back changing clothes I would call down tomorrows prospect and tell her I was coming for her tomorrow. This worked well for them and I was happy about it too.
So, in my narrow experience in the PI and Thailand Burgos is the only place where no discrimination exist. Why?

Are you guys crazy. Oe just stupid? Time was 40 years back when young expatriate bachelors regarded catching an STD in Bangkok as a 'rite of passage. ' That was before AIDS, and before drug resitant strains of STDs. And perhaps before married men indulged in extra marital sex with ghastly consequences for their partner.

Have you had a vasectomy? I have. Got one decades ago. According to that nice little folded pamphlet in the condom box, a man who wears a condom, presumably that would be you, is 20 times more likely to impregnate a woman than a man with a vasectomy, that would be me.
I have been mongering all over the USA, in Central America, Asia and parts of Europe for 40+ years and the overwhelming empirical evidence I have gleaned is that a man with a vasectomy, who has been circumcised, who avoids engaging in aggressive or rough sex that would likely lead to abrasions and skin tearing, always keeps his lady well lubricated, has never shared needles, never gotten a blood transfusion, never engaged in anal sex or any other butt play, has never had sex with another man, when finished doesn't just lay there or fall asleep but goes to shower, wash and take a leak within minutes of finishing is far more likely to still be getting negative blood test results for HIV and every other significant STI, as he has for every one of those 40+ years, including right up to 5 days ago. Than to catch anything seriously dangerous from a woman's vagina or mouth, transmit something of the kind to a woman or get a woman pregnant.
I would consider all or most of the above life choices to fit the "reasonable circumstances" I referenced in my original post. By stark contrast, I would not consider, say, Charlie Sheen's life choices to fit them.

There wasn't an epidemic of heterosexual HIV transmission in The Philippines and condom use was no different at the height of the HIV / AIDS hysteria in The Philippines 1980's and 1990's than it was before or since; namely, practically a non issue. I know. I was there at the time.
