I was a few months behind on this thread and read busdood's question and responses a two days ago. Later that day I thought about my experiences with Filipino women whom I had corresponded with for long periods who asked for financial help go get work abroad after knowing them for many months. I can think of half a dozen instances over the years when this has happened to me. In each case I did not send money.
However 4 of 6 managed to go abroad within 6 or 7 months and another took somewhat longer. Five of six contacted me while abroad by email or text at some point and I lost touch with the sixth.
I am quite confident that NONE of my six were 'scams'. And while I know that 5 were able to find a way to reach their goals without me. I am also pretty sure that they would have begun making money sooner and have been much better off borrowing money from me than getting it from the sources they ultimately found. Knowing what I know now, I might done things differently.
The most important thing to decide is what you hope to achieve when you send your money. I think that most of the women in your situation are likely to be sincere, but that DOES NOT mean you are sure to get your money back! To some that equates to being scammed or flushing money down the toilet. To others it's just not that simple. She may weather the next family crisis better thanks to the job abroad, but it may take everything she was supposed to set aside to pay you back. Can you live with that?
I know my thoughts are different than some of the others here. Many of our 'experts' don't have similar experience to what you are dealing with- some live in or often visit the Philippines and do not have long-term correspondences with Filipinas they have never met before. There can also be a certain unease about mongering in a desperately poor country which some feel and try to assuage by pretending the locals are worse than they really are. Who knows, maybe I'm just better at reading people. .
In any case, 'Never send money to someone you've never met' is a DAM Good rule of thumb. It is not carved in stone or correct in all circumstances.

Sojourner (quoted below) has some experience and valid observations. I appreciate a girl who has goals in life, such as working abroad or finishing school. Sometimes they are real goals, sometimes only stories (astoryahe, they say) , or posing. One or two questions can usually determine whether she has actually been working toward her goal. For the whole of '05 I was quite smitten with a cute little twenty-something who had just finished working her way through college. I always enjoyed the hand-made cards and letters she would send. On special occasions I would send her a gift along with $10 or $20. None-the-less a few times she would complain about money and I would point to what I had sent and say, why don't you use some of that.
When I went to the Philippines in '06 I found that she could account for every penny I had given her. She used what I had sent her as gifts to buy us dinner, pay for cabs, and generally assist me with costs when we did things together.
I'm sure I'm not the only foreigner to loan money to Filipinas and be paid back. I have also sent packages and money to people I have never met who deposited payments, made purchases and forwarded items for me without fail. But my interest in people there extends beyond big-chested teenagers willing to fuck an aging stranger for money to get a new cellphone.
I am hesitant to compare loans for work abroad to loans for school. Work abroad is concrete and results in substantial foreseeable income. A student who she can't take her mid-term exams till she pays her tuition is probably going to have that same crisis a dozen more times on the way to a degree and when she misses a payment, she has to repeat the semester next year. You either sponsor or you pass, a loan is like one brick when you need a dam.
A senior who only needs the loan to finish her degree or get documents is a very common scam. I have never had such a requests after years or even several months of conversation, though most of my long-terms have degrees already.
If you loan to a reasonable person, she will act reasonably based on a notion of cost and shared sacrifice. Given basic mathematical abilities people will assume by default that a person with above median incomes from countries with 10 times the income per capita of their country are likely to handle a missed payment for X dollars easier than their friends and family. But that goes to priority not the presence of an obligation. Similarly your loan is also not at usury rates like some of those she will likely take on in order to get a job abroad so you fall below that too. But that is quite foreseeable.
If you get to know a the responsible woman with a job and a sense of boundaries with their family, generally she will make a decent shot at paying you back. Many of these women have a strong sense of honor and they will work very hard to do what is necessary to meet their commitments once you have earned their respect. But don't send anything you can't afford to loose.

Criminology courses are ten a penny in the Philippines and are probably as popular and essentially useless as the ubiquitous HRM courses. Criminology courses are currently flavor of the month (not sure why but could be due to the popularity on local TV of a program called "SOCO or Scene of the Crime Operative"). Add in the CSI passion and it makes sense.
The entrance requirements to get into both Police and Defence Force Academies are well beyond the majority of students these days.
Most fantasise about it but few will get enough credits to be able to enrol.
As CS alludes; the trend shifts year by year. 4 or 5 years ago everybody was doing "Media Studies" (to be a reporter on TV). Then it shifted to HRM courses. Now it is Criminology.

I'm returning to the Phils next month and I've been chatting by email and messenger to quite a few lovely little Pinays the past few weeks, which they are all quite eager to meet me.
