If the skin is attached, you might need to undergo small surgery. Show it to doctor. I got it done long time ago.
I am visiting Delhi for the first time for a night. Arriving late night and departing next day afternoon.

While taking bath apply some oil and try to retract slowly. Over a period of time it will retract fully with any pains.
