I stopped in Hotel Roma about three months ago and was quoted $45 a night. The rooms are large and very nice. Only thing I did not like was walking two long flights of steps to get to the second floor and the hotel just felt weird to me. During the day the hotel is great for being right at El Conde but after dark you are isolated from everything. At night there is nothing within a few minutes walk.
For $RD1500 Hotel Venezia is in a much better location. I also believe Hotel Maison Gautreaux has rooms in this same price range.

I stayed in room 104 at the maison gatreux, I checked in with a chica, the price was 2000 pesos. If you check in alone the price will be less.
The mattress in room 104 was new and firm. The air conditioner made the room cold. Small room, not luxurious. Bit of a bug spray smell in the morning.
Location of Venezia is good, on Independencia a few blocks over from Pasteur.
Location of Maison gatreux is good, less than a half a block from the Malecon and the Intercontinental V Centenario Hotel.

Orbitz has a coupon code that will take $200 US Dollars off a a 7 night or more air and hotel package.
A friend of mine asked me to look for a air/hotel package for the south coast of DR. Price of airfare was high in August, but airfares dropped in price by $100 or more flying into SDQ, in September and October.
When I searched for an air/hotel package about a week ago, I saw American Airlines had direct non-stop flights from New York, JFK to SDQ, for $303 round-trip, for September departures. I found an air/hotel package for my friend, flying into sdq (non-stop) from JFK, staying at the all inclusive Catalonia Gran Dominicus in Bayahibe, 7 nights, for $496 US per person (air, hotel and food). I had used the promotion code 200entertain on Orbitz and it took $200 off the total trip price.
Orbitz has Hotel Europa. I priced a 7 night stay at the Europa including airfare, leaving from JFK and got a price of $628 in October. If you were to purchase the airline tickets separately the ticket prices would be $391 for the dates I chose. Doing the package deal using the promo code ($628-$391=$237), the hotel europa would cost $237 for 7 nights or $33 per night (booking separately the hotel europa wants $80 per night).
I usually put different dates in the search box and see what dates have the lowest airfares. If you choose dates where the airfare is lower, the package price will be lower.
Orbitz offers air/hotel packages for several chica friendly hotels in Santo Domingo; Napolitano, BQ Hotel, Courtyard by Marriott, Occidental El Embajador. I don't know if Europa is chica friendly.
For a guy traveling with a wingman the per person rates will be less.
For a guy who may want to stay in Santo Domingo for 7 or more nights, using the Orbitz promo code, might be a way to save some money.
If you will be traveling for less than 7 nights, there are various coupon/promo codes that can be used to save some money if you use Expedia, Orbitz or hotels.com.

I found a good flight+hotel deal on Hotel Europa on Orbitz, know I just need to know if it's chica friendly. if not, there were some other pretty good deals on the Occidental, Bq, and Napolitano hotels for my travel dates. It is a lot cheaper though for Sept./Oct. Hopefully I can take advantage of these rates to later this year! Appreciate all the help.

Flights into the DR are hightest from mid June to Labor Day and around Christmas time. Right after Labor Day prices drop. September/October is hurricane season which is why I believe the prices drop.
You should send Hotel Europa an email regarding their guest policy. If they respond in a positve way just bring a copy of the email with you. Even with a copy the hotel can always change their mind at any moment.
I think Napolitano is guest friendly but with a fee. If you plan on bringing in multiple chicas the hotel fee may not justify the savings. I will also go so far as to say none of the hotels you mention will permit a happy hour. I always stick with the $50/60 a night multiple chica friendly hotels.

Boricua Online, I believe went to his room in the Napolitano with two chicas and his wingman. I never had problems bringing in chicas to the El Embajador. BQ Hotel, I have read is chica friendly.
I didn't do a happy hour at the El Embajador, so I can't say whether two chicas would be allowed into the room at the same time, but my guess if they look half way presentable, it shouldn't be a problem (best pool I have used in Santo Domingo is at the Embajador and street chicas can be found on Avenida Sarasota near the embajador and BQ hotel).
Some hotels will observe how the chicas act and dress. I brought two chicas up to my room at the Hodelpa Centro Plaza in Santiago, I didn't stop at the front desk. If chicas look hardcore, some hotels may break balls about allowing two or more hardcore looking chicas into the room. Usually during the day many hotels are more lax with their security, late at night they tighten things up.
BQ hotel and el embajador are a little far from the action. The rooms at the Napolitano have not gotten great reviews. But Napolitano does have a pool and it is within walking distance of Pasteur and Independencia.
Hotel Europa is in zona colonial, which is nice during the day and the early evening. Late at night it is lonely if you walk around in the zona colonial. But any hotel in zona colonial can call a taxi for a guest no matter what time it is and no traffic late at night.
Hotel Mercure I have read is chica friendly, but I have read there is a fee to bring in a chica. Mercure as of today, I checked Orbitz, is the cheapest hotel with an air/hotel package, around $605 (September), with the airline tickets costing $391, (605-391=214), $214 for the hotel for 7 nights, is about $30 per night at the Mercure, if you do the package deal from New York. $30 per night is not bad.
BQ Ribs offers great advice, contact the hotel and ask them about their guest policy and make a copy of whatever response you get.
Perhaps other members have stayed at the Mercure, BQ Hotel, Courtyard, Europa and can give us information regarding guest policy at those hotels.
