Dsl/broadband Hotel Connection
Normang I don't know of any BKK hotels that have this service but there are internet sites that might help. All the Starbucks are WI-FI compliant.

Now if you want a decent hotel in Pattaya with cable DSL,the Roof Garden Inn is your best bet. I was able to upload 500 mega files in 15 secs a piece.
Not bad I would say at 250.- baht a day, which I was not charged and I can only figure it was because I was there almost a month.

Turn on light in other rooms starting as far away from the bathroom as possible
CRs will run for dark spots
Use turning on of lights to get them in the bathroom (still dark!)
Turn on the light in the bathroom
CRs will disappear down the drain, under things...
Close bathroomdoor leaving bathroomlight on
Other lights can now safely be turned off
CRs will not reappear

Your questions are good ones. The strength of this hotel in my opinion is it location, nice furnishings, good food, and a sort of newness. The price is good and if you can get one of the 4rd to 6th floor rooms facing the water seems like a great bargain.
Now to your points:
1.) I've stayed in four different rooms facing Beach Road and the traffic noise has never been really noticeable, however on some nights the noise from the two clubs on the corner below has been loud and continued until 4 or 5am. Try to stay on one of the upper floors.
2.) No in room safe, key boxes at reception.
3.) Roped off area for motorbikes in front with a pretty much 24 hour security guard. They've kept a good eye on my motorbike. I don't know about parking for cars, but it appears that there is parking behind the hotel.
4.) To my regret there is no swimming pool. That'd be a deal breaker for me in BKK, but for me in Pattaya doesn't seem to be as big a deal.
