It's actually 26%, 16%-ITBIS(tax) & 10%-Ley(tips for staff) a lot of tourists get caught up in not reading their bill and most times leave an additional 10-15% tip for the waiter.
But to address SavePros question, Suzanna's has a pretty good dominican lunch crowd. It's right down the block from Europa inside a condo complex, towards super super. Also, Baileys has a section for the Dominican lunch crowd with reasonable Dominican prices. Plus, the small supermarket on Clisante right past Banco Progreso and the barbershop has good food in there also. El Flow has a restaurant upstairs serving Dominican food, but this place opens and closes like the wind.
If you want a good deal on american/british type food? Britannia has a 99pesos daily happy hour menu with different items on different days. You'll find me there religiously every Saturday for their 99pesos "Fish & Chips" Deeeelicious!!!!!!!!
