There is no Thai law that forbids anyone over the age of 18 from accepting money in exchange for sex. There is no Thai law that forbids anyone from offering and paying someone money in exchange for sex as long as the provider is over the age of 18 and has not been forced or coerced into engaging in the behavior.
However, there are prostitution-related laws in the Thai Criminal Penal Code forbidding non providers from living off the proceeds of someone engaged in prostitution (thereby suggesting coercion to engage in it by mom, dad, husband, a boyfriend, a pimp, an employer or whoever else might be living off such proceeds earned by another person), publicly flaunting it to the point of embarrassing conservative Thais or creating a nuisance for nearby businesses and so on.
When hookers on the stroll are rounded up by the police or bars are raided to take proprietors into custody, it is really about those latter factors or, more often, the hookers being under 18 or not having a valid visa.
The reason customers are not rounded up and arrested for engaging in prostitution as long as the provider is over 18 or has not been forced into it by the customer in those cases is because, again, there is no Thai law forbidding it or on which to charge the customers.
