Very well kept. Decor is a little over the top but seems to impress the girls. Totally guest friendly for the first guest but you do have to pay a fee for the second or third one. Before this could be avoided by entering the hotel through the little store on Beach road and walking right to the elevator.
Decent pool and if I remember correctly it is usually in the shade. Good for some (like me) bad for others.
Location.
Right on Beach road. Very convenient to catch the Baht bus to walking street. Tahitian Queen gogo a couple of doors down. Maybe 10 minute walk to LK Metro.
Rooms.
Very lavish, again a bit over the top. My room was very large but YMMV. Comfortable King bed. Some rooms with Jacuzzis. Very good housekeeping. Much nicer than LK Metropole. Some rooms face Beach Road an have somewhat of a sea view depending on how high they are. Look at the room descrptions carefully on your booking site.
Breakfast.
Probably the best included breakfast buffet I've had in Pattaya. Since covid I don't know the status of buffets in Pattaya. Never ate dinner or lunch there as there are a lot of inexpensive options nearby.
Cost
Check Agoda they should have close to the best price.

I was there May 3rd. Right when restrictions lifted and yeah I like Beach Road. Plus you can chit chat with the ladies and get their vibe. Nothing has changed, the hotel is still the same with reasonable prices, nice breakfast. In fact my expat buddy who lives there loves it when I am there. I always book for 2 people, hence I am entitled to 2 free breakfasts, so he makes an effort to be there every morning to enjoy a free breakfast. That breakfast also doubled as my lunch. I usually don't eat again until dinner time.
The staff are very nice and helpful. The location is excellent. One con is that the hotel furniture is dated, and old. They can use some fresh furniture, especially the mattress I had on my last stay. It was sagging, but I am not complaining. Overall, it's a good deal for me. I did give them my feedback on the need to upgrade the furniture.

There are two buildings; main and the beachfront building. The main building, is about 6 - 8 floors. The upper floors have a sea view.
The beachfront building is 3 - 4 floors, above the restaurant. The beachfront rooms are typical size with balcony facing the sea on Beach Road. There are corner rooms where you can get two balconies, one on the side and one in front. Very nice. The staff speaks English. The pool is above the parking garage and is located between the two buildings, as I mentioned above. It is a very good sized pool with plenty of loungers. Walking Street is about a 10 - 15 minute walk; LK Metro is about the same.
A lot of the bars in the area of the LK Empress have closed, so we staying elsewhere in September, when we return.
