The best thing about Sosua is not the chicas. It is the fact that it is a small walkable beach town that caters to international visitors. There is an excellent selection of restaurants and a wide range of cuisines available. There is a wide range of accommodations available at many different price points. There be a lotta hos there too.

Some run into scammers every where thay go. Your list of where you've been scammed is impressive. The German bars, the two Dominiucan bars on the corner, hotel room providers, the beach bars, the rental shops (As for those "rough looking Haitian and Dominican men that post up in front of Balies in the day and Rumbas at night be pimps".
Maybe motoconchos? The main form of transport in town. Maybe hustlers who can get you laid, if you go with them? In any event there's obviously a ripe market ready to be picked!
Scamming is like a tango, It takes two.
Scammers often target the disrespectful, sometimes intoxicated visitors who have a superior attitude towards the locals, and treat them like shit. On any given night, You can hear them in the bars, and outside on the street. Yelling abuse at the servers, and managers who work for dirt wages, often because they let their tabs run, don't pay attention to how many drinks they had and try to sort it out after they get loaded.
A Word of warning, NEVER get into a prolonged argument with anybody who serves you food food from a kitchen. They have their own way of getting even! LOL.
Don't be like the guy who wouldn't listen to my advice, and plays footsie all night with a puta, then get's outraged when she asks for money. LOL. He thought she was attracted to his charming personality when she raptly listened to his endless stories about his business prowess, and Grande Jefe stuff, back home.
You can see them in the lobbies, of New Garden and Europa at 2 am Having arguments with screaming putas, and disturbing the guests and the hotel staff, and often getting the cops involved.
So you have those guys around, can't miss them!
And neither can the locals, The all have a phd in street smarts that can easily spot a mark with an attitude. It actually becomes a challenge.
It starts at the airport, when the "volunteer" attempts to grab your bag, the exchange booths, the notorious, infamous ATM, and the touts pushing the taxis.
You're marked as a potential mark, before you even get into town. You might as well, wear a mommy tag on your lapel with your home phone number on it.
Scammers can always find victims. A fool and his money are soon parted, goes the old saying. Don't be that man and you will, like me, an obvious gringo, not have to worry about your pimps,"padrotes", and those rough looking locals on the corner.
I wouldn't obsess about what the putas do with the money I pay them. Babysitters, salon, nails, diapers, groceries, or 3 pimps. None of my business!
So the deal is be polite, respect the rules, and learn how to look a man or chica in the eye, and say with a smile, NO gratias.
It's my No. 1 Rule.

What I noticed is that the SMTO representative did not dispute anything that you said. He confirmed it all and seems to be supporting and enabling it what might appear as not optimal behavior of certain types of individuals in Sosua. But as I read both of your posts, I did not see how certain individuals can post about "Disneyland", "Don't worry be happy" and "Enjoy the Buffet" attitudes in relationship to Sosua. When in real life it is anything but a puta pueblo that has established a reputation for itself in the Northen Hemisphere.
It has been a long time since I have been to Disneyland or Disneyworld. Never been scammed, thanks to early GOOD advice from this Forum, when I was a newbie. (a shout out to Mr GoGo).

True story I was in Santo Domingo Zona Colonial on my first trip to the DR I wanted to rent a second hotel room to trick off in. A hotel with no windows, AC nor a ceiling fan inside I speak Spanish with a NYC accent dude they was trying to charge me $75 a night! Hey I thought they were going to show a mulatoo brother some love because I'm Latino also hell I was wrong. Now when I asked a woman how much the rooms should've cost she told me $40.

Like you, I see that it has pluses and minuses. But in the minds of some people (one in particular comes to my mind) if you say anything negative about Sosua or list the positives and negatives about the place you receive a cachopany of discordant voices shouting you down. Then again everyone who does not post on Sosua is not sharing their views with us so we do not know what they think. The individuals among us that post on ISG cannot make the assumption that all is well and good with them. Yet that is what the do in order to be disagreed with those of us who keep it real about the place.
I personally do not see a lot of criticism of Sosua. Sosua is what it is. IMO if you come to Sosua and you don't have fun then it is your own damn fault. Sosua is so much more than just the girls.

Let me share a story from Santo Domingo este. I was at my favorite location on V Ave for roast chicken across from the La Sirena. The chica I was with place her order. Then I placed mine. When I he gave me the price for my order it was double the normal price. Now the price was posted on a board on the wall. I knew the price was wrong so I asked again. The chica I was with was incensed and pointed to the price chart on the wall. He was shocked that she was defending me. But he gave me the correct price. As we walked back to the Gran Jefe mobile to head back to my apartment she said that "people like that give Dominicans a bad name. He would have pocketed the difference for himself. ".

I spent some time recently in Sosua. I stayed at the Alicia Beach hotel, which ran about $60 per night and included a decent free breakfast. Girl-friendly, no extra charge, in the evenings the only person working is this quiet big dude who will take their IDs. It's not too far from the center of action, which I would define as MAG bar at Pedro Clisante & Dr Rosen, most WGs were willing to walk to the hotel without complaint. Honestly my only complaint about the hotel was that the tap water was kinda gross. I guess it was salt walter, obviously not drinkable but also kind of gross to shower in. I think that might just be par for the course in the DR though and not anything to do with the hotel in particular. None of the women mentioned that murder that happened there a couple years ago, so I guess whatever stigma there was has worn off.
MAG bar had the most women just hanging out, and the price of booze was actually cheap there if you want to be in the center of things. If you prefer to scope out from a distance, the Rumba sports bar across the street from MAG is a great place to go grab a presidente and sit at the bar facing MAG. Otherwise there were WGs walking up and down Pedro Clisante between Duarte and Dr Rosen. I paid about 3000-4000 DOP for an hour back at my hotel, most were willing to do an uncovered BJ (but ask first, not all were). I met women from the DR and women from Haiti. I also met some WGs walking along Sosua Beach.
Other expats were friendly, a lot of Americans, I talked to more than one who had recently bought real estate there because they liked it so much. I found the shopkeepers a little too pushy for my liking. I liked the scene in Sosua, but I feel like other factors would prevent me from returning for more than a week or so.
P.S.: Does anybody know what the deal is with the waitresses at Blue Ice? I never figured out if they were available for takeout or not.
