As far cases being under reported, I think it's more a matter of the Countries you mentioned having the capability to test for the virus in great numbers which the USA can't seem to do, but you also have to consider the following.
You mentioned the Philippines and Indonesia, what about Africa and India. Perhaps this virus is like the flu in some ways as we know it, all of the hard hit Countries thus far have been places that are cold in the Winter, and the Southern Hemisphere is next. Maybe Countries close to the Equator will be less effected. I hope so.
