I presume you might get a LT for 2000 from some of the streetwalkers in Nana area (Soi 3, Soi 4, and down Sukhumvit road to Asoke), but the quality won't impress anyone, and even with them, it's a bit of a tall order, perhaps easier the later it gets. No fixed venues, like beer bars, agogo bars or massage parlors, will fit within that price (especially if you add the barfine cost).
As for full-service massage (short time) for 1000, very few are around. One is "S Botan" (you can search this on Google Maps), at Rama VI Road soi 13. The selection is not that bad for that price, service is very basic, they might not speak English. I strongly suggest you up your budget to 2100, and get 90 minutes (for multiple pops) at one of the well-known PSE oilies (Tulip, Snow White, Cherry etc). They cost more, but are way better value, whichever way you measure it.
If you're in Thailand only for mongering, I'd strongly suggest going to Pattaya (it's just 3 h away by bus from Bangkok). If it sounded as if I was "whining", then I apologize, I was not. It was a factual report about what happened and the outcome. The truth is that at that moment, in that place, with that lady, it just wasn't 3000 K important to me, or for that matter, 2500 K. I wasn't trying to make a point with her or "hold down prices" or any other political agenda. I was willing to pay 2000 K for ST with her and she was not willing to accept that amount. No harm, no foul. Does anyone happen to know is there are any of these drive up short time places around Suk, Silom, or Ratchada. I have one that I use in my neighborhood on Chaengwattana Rd. So if anyone needs that location I'd be happy to share, but most people don't wander up to that area often. The type I'm talking about is where you drive up to a carport and then a curtain is pulled around the back of your vehicle. There is a door to the room inside the carport. You did what the vast majority of punters who even bother to negotiate (a good thing to do, imo) do; you negotiated on price. But as is also the case with most negotiators, there wasn't a mention of "what" the negotiation over price was for. However, I don't think there's much value in specifically enumerating, in excruciating detail, all the services you expect them to provide. The only exception is stuff like anal or more than one shot within the given time, which is not normally understood to be included.
If they have a good attitude and try to please, the session will be fine, it's almost irrelevant on whether they swallow or spit your cum.
On the other hand, with a crappy attitude, it's useless even if they formally tick all the boxes, which they won't. There's not much you can do about it except maybe reduce payment if she has overstepped too much and you don't mind creating some hassle.
