They were shown on Caracol the other night cracking heads when people took too long to vacate a crowded park. There are lineups at financial service centers the past few days because people are trying to collect subsidies President Duque granted. It's similar to the US stimulus but no checks are mailed. You have to get the money from designated ATMs or cash outlets. Like you who went out for a run there are more and more people out on the streets during the day. The rules haven't changed but with a little more than two weeks to go it's clear people are going about the business of getting groceries and medicine. There are only supermarkets, grocery stores and pharmacies that are open for business as usual. Restaurants are still delivery or take out only, mostly delivery. I know first hand of somebody who got the dreaded 936,000 peso fine. She was not able to make a case for being out for an essential purpose. My experience is if you can come up with one of the main exceptions (grocery, pharmacy or care for an elderly person) and if you are not loitering then you aren't going to have a problem. The traffic is so light it's going to be a shock next month when the quarantine is lifted.[/QUOTE]Hopefully Colombia will be spared of the carnage in progress in the USA, I don't condone cracking heads, but Colombia is at least enforcing the quarantine which hopefully is helping, in lieu of light enforcement activities, at least in Southern California where I am at has been happening, but I suspect will change when the infections skyrocket over the next few weeks.
As far as apartment rentals in Poblado, the vast majority of people renting are from the USA so supply is going to outstrip demand for quite a while as I don't see Colombia letting anyone from the USA or Europe back into the Country until there is a proven vaccine approved by WHO and certified like the Yellow Fever Certificate required of other Countries. So there's going to be a lot of vacant apartments and super low rents as you mentioned for probably the next year.
For a real estate investor, the coming months will be a great time to pick up luxury rental properties at bargain basement prices from owners wanting out.

Most don't give major problems. Just minor stuff. Food is cheap. Try to see foto identification and if possible show guard also bring girl to the guard.
