I think they give a false narrative. The approximate 17% un / under-employment rate might indicate that the complementary 83% are somehow employed.
However, countries often couch unemployment to mean those who are [B]actively looking for work, but are not currently employed[/B]. It does not take into account those not looking for work. If 60% of the adults are not looking for work (housewives, retirees / elderly, students, the disabled, the independently wealthy, etc), then the 17% un/under-employed mentioned above would be considerably smaller taking into account the additional 60%.
