Hence short of a vaccine and certification, some Countries may allow people in if they are tested immediately before boarding a flight or upon arrival which is currently taking place in Japan and Singapore but they are still requiring a 14 day isolation period which will be the impediment for tourism to resume. So as an example, I imagine someone going to a major airport, say LAX as an example, going to a remote parking lot, getting tested, and if negative taken to the International terminal for departure. I know Emirates is testing passengers before boarding flights from Dubai so I see something like this in the future.
So as far as getting back to Medellin, which is the big question, who knows as you have pointed out as we are all stuck in limbo.

Worrying about getting a disease before I started mongering, that's quite a topic for sure and depends on the disease. Condoms pretty much can protect you from a lot of them, but not all of them, and unless you come down with AID's somehow which is highly unlikely, none of them will kill you, however the virus could.

The Czech Republic is open for international arrivals and departures since mid last week according to a report I saw on the BBC. There are not many places to go of course. I think Sweden is also open.

I don't think face mask sex is very practical or likely to be effective. If I understand the nature of of transmission correctly the face mask protects us from walking into airborne droplets containing the virus. Hence the emphasis on social distancing and avoiding handshakes and embraces.
