I don't believe the immigration offices are receiving visitors as yet. Banks are open but the lines are very long to see live employees. On subsidy collection days and pay days the lines at Bancolombia ATMs are crazy long. You can always call them on the phone or check the web site:
Migracion Colombia already announced there will be no enforcement of tourist visa stays for people who arrived in March. If you've been here since January on a tourist visa they will likely deal with you differently.

There is also the Abbott Labs ID NOW test which tests for the presence of the virus and takes less than 13 minutes to complete, without a lab. The antigen test should be available very soon. It tests for the presence of the virus and results will be available in minutes. I think that will be the test used for travelers, if a test is used.
