So this information coming from a government official would lead one to believe that is the current target date, but I hope I'm all wet, and the Country opens up on July 1 but I'm not holding my breath.

This is what I would offer her right off, basically 250,000 COP a week plus taxi / bus money to and from home a couple of times a week to be with her kids. If she had a normal job, she would be working Monday thru Friday and half days Saturdays versus having the run of your apartment and all the food and drink.

Go to the Dominican Republic until Colombia reopens. It's more expensive but it beats the US by a mile. They announced July 5 resumption of international travel.

Nobody really knows what will happen, maybe they open up a little early but it sounds highly unlikely. And as far as the requirements for entry starting on that date for all the guys that want to come back, well there could be a 14 day quarantine requirement which is a tourism killer for sure or certain Countries won't be allowed in possibly including the USA. Colombia is very fragile and won't be able to handle severe outbreaks and / or have the capacity to do the testing and tracing like other Countries so they are going to be very conservative like others in who they let back in.

So in your case you need to weigh if you leave in the next few months that you may not be able to come back for a long time.
