My (brief) experience of the Fashion Lounge was that it was a complete waste of time. Took me a while to find, as it was No. 15 not 16, and slightly hidden. Not many girls and when I asked them if any went out on ST / LT, they pointed to the ugliest one and said "only her". And for some huge amount of $ as well.
Nothing seems to generate as much comment here as the question of money, how much for ST, LT, and everything in between.
I am sure that $10 shags still exist in PP. But as with most things in life, you get what you pay for. $10 will probably get you a plain girl in a dirty brothel or some desperate street girl. Unless of course you are one of the seemingly miraculous posters on this forum who seem to score gorgeous girls for $10 or $15 whenever they want. Good luck to them. The only $10 shag I got was with an ugly girl in a backstreet brothel in Battambang. It was horrible.
The other thing to remember is that you are not buying a product, but negotiating with a person for their services. Sure you can do the heavy bargaining and beat them down in price, as most really need the money, but what kind of attitude do you think they will have when you take them back to your hotel? How would you yourself feel if some areshole beat you down heavily in price for your professional services in IT, construction or whatever industry you are in? You'd feel pissed off. In my experience I've had much more attention, interest and performance from a girl if I've just lightly negotiated her price down from maybe $50 to $40 for LT rather than trying to force her down to $25 or so. To me it's worth the extra $5-10 for a happier girl.

If you go back to Sizzler's tomorrow (by the way, how were the steaks?) and certain things annoy you there the next time, then you'd probably also avoid that one for good. Within a couple of weeks of this you would be done with all of Phnom Penh for good. No bars are good every night. And maybe your perfect girl just happened to be barfined out of Candy and Cyrcee on the nights you were there.
Cyrcee bar does have a thing about more than one girl attending a customer. Great if you get there when the place is empty, but lousy if you're the last one in. Maybe the solution is just to get there earlier. Because it's a small bar, one needs some patience. Come one time, spot one you like but she's occupied. Make a mental note and come back another night. Easy enough. But tonight you just have one beer and then go if there's nothing there worth staying for. I'm no big fan of Cyrcee by the way -- for me it's too far from the rest of the bars and not enough girls work there to make discovering the hidden gem very likely.
One thing I will say: if a place has lots of girls, then it means it probably also has more turnover and fresh faces appearing. It also obviously has a better selection than a smaller bar with fewer girls. Things change in these bars, often from one night to the next. What was lousy on Tuesday might be heaven on Wednesday. If I was going to write off any bar, it would be one that was small where the girls were all long in the tooth, and after repeated visits it seemed to always be the same. In a bar like that, for me there's nothing there worth visiting for. But in a big bar with lots of girls, there's much more likely to be the one I'm looking for. And if some jaded girl there is rude, or whatever, I'd still feel like I need to come back a few times to figure out whether it's just that girl or if it's the general attitude of all of them who work there. And you can't really find that out from one short visit. If I did that, then I'd be letting one or 2 girls with bad attitude be the deciding factor in my ever hooking up with a great girl there. That would be self-defeating. Who cares if the place has a few lemons. I was in Candy just once or twice and never took anything out -- seemed about the same as many other places, but obviously a much bigger staff than most.
Anyway, that's my take. For me, the girl I hook up with is what it's all about. And these things like drink prices or what music they play, or if the general vibe is friendly or not. It's all low priority for me. But maybe that's just me.

Anyway the emotions it seems to have raised has certainly piqued my interested and I'm now going to make it one of the first places I visit when I arrive. I'm dying to see if it's as good or bad, depending who you speak to, it really is.

To me any bar has ST possibilities, though obviously the girls in some bars (like Zapata on 110) prefer LT, whilst others in places like Cyrcee or 69 prefer ST.
Martinis has no barfine because the girls are all freelancers. The bar owner there would know much less about the girls' history than in a regular hostess type bar, and my guess would be that the HIV prevalence is higher there. Often girls become freelancers because they can't get a regular job in a bar due to having HIV.
Also Martinis only seems to be worthwhile very late at night. Being an old fart, sometimes I don't want to stay up too late waiting for some action!
The only place I've found for afternoon ST opportunities is the Walkabout. Are there other better places someone can recommend?

By 9pm it's fully hopping. Walkabout is another so called "ST" option open 24 hours with varying attendance. All the bars open at 4pm, some even at 2pm (I think it was Rose bar where they said they opened at 2pm. Maybe, maybe not).

To be sure I emailed the guy on khmer440 who said he was the manager and asked him. He says he is no longer the manager but confirmed that the girls do not go with customers. However he said it is still a nice place to go if you just want some female company. Though I don't think it will really be of interest to those on here. I may still pop in just to see. He said the owner also owns sizzler and blue, both of which the girls will go with customers.

I was mainly taking objection to the promotion that was going on for a specific bar for ST purposes. I wanted to reject the notion that there was anything special about that bar regarding ST. There isn't. I simplified it in the statement that you quoted. I just wanted to offer a monger's opinion and leave it at that. The topic and the bar in question is not worth debating ad nauseam.
How about I say this. All bars offer ST and LT possibilities and that Martini's / Walkabout are dedicated spots for wham bam. There being more bars by the riverside there are more choices to be had.
A tuktuk driver lured me into going there and a very decent place it turned out to be. There was a fishbowl with about 20 girls, Cambodian and Vietnamese identified with different colored badges, one could easily find someone to fuck. The girl couldn't massage if her life depended on it. I guess others must be the same way. This is total wham bam place.
$10 to the house and I paid $20 to the girl because that's what the tuktuk driver had mentioned. She wanted $50 though and gradually came down.
#28 on St 252 Yang Mey massage house. You have to cross the Monivong street coming from riverside. It's in a residential area and not a lot of signs and lighting until you get smack in front of the place, would be hard to find without help. Opens at 1pm and closes at midnight. This is what I would call a ST place. $10 gives you access to the girl and a room.
