Budgets: Fun or Depressing?

That is an extremely tight budget for the new high-cost Thailand. That's roughly 1,500-1,600 baht per day. Really, its almost impossible I'm afraid. But the best way for you is to go directly to Pattaya and try to find a fan/cold water room with no TV for 150-250/night, and then eat only very simply, don't drink or go into any bars, and just take only Beach Road freelancers for about 300-600 per session, assuming Beach Road is not being cracked down on too much at the time of your visit (its been ok lately)
Alternatively it wouldn't be bad to go to Udon Thani and stay in a decent cheap hotel for 250-320/night with TV and air, and just go to the small Lao houses for about that same 300-600 per session. However there is no guarantee the houses will be open when you're there, and of course service is poor. I wish I could tell you more about the update on that scene, but I haven't been in a while.
Let's budget both of those out, for fun:
Pattaya - Taxi to Pattaya from the airport 1,200 baht +
each day 250 room, 1,000 for girls, 250 for food - 1,500/day times 20, 30,000 + bus to airport 200 = total 31,400 baht.
Udon - one night in bangkok each way 1,800 X 2, 3,600 baht, + each day 320 room, 1,000 girls, 200 for food, 1,520 day times 18 days, 27,360 + bus to and from Udon 600 each way times two 1,200 = total 32,160 baht.
This gives you two girls per day, and if you cut it back to 1.5 girls per day you'll have money for the myriad unexpected expenses that come up - for example washing your clothes and getting around. I'm afraid that 2,500 baht a day is a lot more realistic.

I think that probably the best for me is to spend 1/2 days in a hotel and then see there what is available, what I like and what I can afford.
More than everything I am for a quiet place. I like to rock and roll into the night, but when partytime is over I need a good time sleep and I cannot bear noise around.
I don't mind if it takes a short ride to beach or to go-go bars, provided there is a good bus service (I would like to avoid motorbike), I am definitely for a place away from street hassle or construction area, all things that I probably need to check on the spot.
Verdant Villa is cheap and looks ok, Nong Apartments and Jomtien Vacation Rental Apartments are more expensive but even look cosier. Maybe I can afford one of them.
Can you tell me if Nong and Jomtien are still district of Pattaya or names of smalltown around?
Are they located on View Talay 6 you reccomended?
