I don't think punters get arrested in these circumstances. Wouldn't be surprised if they were questioned on their way out of the venue though.

The police wouldn't be chasing punters, they'd be after the syndicate organizers. If anything, they may get the punters to testify against the illegal brothel, in return for not being charged.

It happened in Bendigo a few years ago when the police busted an illegal brothel operating out of a local motel. None of the punters were charged, but were told to testify against the operators of the brothel

One of the former workers at Madden told me about 2 years ago that the owners were paying off someone at the council to keep operating so the bribery mention got my attention.

I visited an Eastern Suburbs AMP this afternoon to see one of my regulars who only works there one day per week.
