I recently read a local paper account of how the authorities were fighting a constant battle to keep the street walker scene under control in the Whitechapel area.
When one area is 'closed down' then the scene will re-appear in another adjacent area and then later return back to the original area and so on.
If the police have stopped all street walking then they apparently have closed down all ticket touting as well. Official ticket booths and the internet should avoid the need for anyone to ever buy tickets from ticket touts but this still goes on and will never be totally eradicated because buyers and sellers often prefer it this way.
People coming across unexpected good deals and sellers know that propositioning people in the street and showing them the wares there and then will always be a highly effective way of shifting their goods.
