To my knowledge there will be some guest houses or mid end hotels who allow regularly, will do so with connivance of LE agencies.

I was recently in Delhi and had good experiences at two mid-upscale Thai spas in South Delhi and Gurgaon. I look for a combination of excellent massage and some extras so my sessions tend to be longer. All sessions were 90-120 minutes and cost between 2600 and 3400 INR.
