I have been in SP for 1 week on a business trip. A few comments.
1) the hotel. I wanted to stay in Jardins, close to Paulista for business reasons. Last year I stayed in Renaissance: very nice but it was full. So I decided to be a good cost-saver for my company and I chose the Mercure on Alameda Itu. A disaster: I strongly do not advice. First night on the 2nd floor, on Rua Augusta: only if you like the noise of buses climbing the street. Then I asked to move, and was sent to floor 14. No noise, but the toilets were out of service. When I am in Sao Paulo and I want to relax after a long day of meetings, I usually go to clinicas. Well not bad location, a little more than 1 mile from famous Cafe Photo.
As far as policy about bringing girls, I don't know Radisson in particular but generally hotels here are quite open. You don't need a second hotel.
If you feel comfortable with a more discrete option, just use Lido which you pay by time and it is very weel known by girls.
In case you ask a girl to meet you in your room, girl has to register at front desk and then she's escorted upstairs. Remember than in almost all hotels you have to insert your key card in the elevator, so you cannot sneak around front desk.

Cafe Photos new location has been ready for 18 months. The city officials have denied their lisence for opening. The old location has been sold and will soon be rebuilt to apartments. The future of Cafe Photo is uncertain.
So if you want to experience it I would go there now.
