Went to this place in Ahmadiya (spelling might not be correct). We were 3 guys. There were 3 Thai chicks. They quoted us 60 KD per hour. Because we were 3 we negotiated to 40 KD per HR per person. I was just about to ask how Kuwait action is, but I think I answered my own question by RTFF, or the lack of a forum. The job has only one month off a year. Booze is easy enough once you know your way around but as it's illegal it's expensive and / or crap.

Kuwait is much more conservative, if you get bored of the same girl it will be very hard. Because its technically illegal to have sex with a maid, so you will have less choices.

If you know Arabic you would have a better chances too. I never tried anything in here, but I hear stories here and there from people I know.
To answer your question: if you are foreign and get caught with a girl, you will be fine. However, it is a different situation for Kuwaiti.
If you are looking for a place to "shag" beside Dubai, Bahrain is a good option as well.
