This time they pulled out the old "open, shameful or disturbing to the public" premise.
I suppose we could sometimes replace the words "disturbing to the public" with "disturbing to nearby competitor Sex For Pay venues" like bars, massage shops, gentleman's clubs and so on. Especially those for which the "sex in exchange for money" part requires paying a barfine, expecting the customer to buy ladydrinks, renting an on-bar-premises room and so on that are not required or expected with street girl sex. And these immigrant hooker sweeps are also probably "disturbing" to the local Thai hookers as well. None of whom were rounded up for anything in this case, I notice.

Why, one would think the police and legal authorities know there is nothing in the books, in The Thai Penal Code, The Prostitution Prevention and Suppression Act or anywhere else that gives them the legal power to arrest, charge or drag through a court case any consenting adults, foreign or domestic, who agree to, are about to or already have exchanged sex for money. And that is apparently even more certain for the customers or potential customers since we read nary a report about so much as one of them being tossed into those round ups, arrested and charged with anything.
But, you're right, the only question that is never fully answered with these "disturbing the peace" type tangential issues and qualifiers arrests is how does one define "deemed" in the eyes and ears of the police.
Maybe a general rule of thumb is, at minimum, if the Queen was standing on the street within a a meter of the negotiation and could hear and see enough to make her blush, that would be "deemed" a public disturbance.

I find it interesting that people are still in denial about that. I was all over Pattaya all day yesterday. During my trip along Beach Road on the Baht Bus, the bars were packed. Now I don't know where the people hang out that are saying there are no tourists in Pattaya or that they are here but they are not visiting the venues. Because what I saw (with my own eyes) along Beach Road yesterday was completely contrary to what others are reporting.
