I agree with you, after having worked in both Hanoi and HCM City in support of the VN education sector for 6 months during 2014.
I expect VN's performance will be even better in the PISA results that will be gathered in 2018. I was dumb-founded by the standard and quality of the system when I worked there, and they were so receptive to new and innovative ideas too. Their problem is to get more people into formal education. So far, participation levels are relatively poor.
One of the Deputy-Directors in the Ministry told me their long-term goal was to be better in English proficiency than the Philippines by 2020, and so far English competencies are being phased-in across primary and secondary schools.

2020 is two years to go.
How can they think to beat a country where English is nearly a second language fails to catch me.
I am not commenting on the rest of the countries, but my general impression it takes at least one generation to improve their skills in any field.

I've some audio messages (sent over messenger) in Lao which I need to get translated into English to understand them. I tried Google translator but there is no speech input option for Lao language.
Is there somebody here who can help? May be somebody would be knowing the language. I would appreciate to any help!

You could also use google translate to request the sender, if literate, to write the content down, then you plug into translation app.

Contrast this to educated Lao, Thai and Vietnamese who speak poorly, but whose grammar is very strong.
I arrived last week and wanted a quick release after not having sex for quite a long time. They are moving forward. Contrary to what many of my fellow 'Mericans thin; central planning works. China and 'Nam would not be where they are now without it.
And the Western man has lost.
In Cowboy last night for the first time in a couple of months. Sat outside one of the bars with some friends and observed the comings and goings. It's kind of over for the Western man in the BKK P4 P scene. Our ilk is dwarfed in numbers by Japanese, Koreans, Indians, and UEOs (people of unknown ethnic origin). Asian dudes are and will dictate the scene when it comes to performance and cost. The former and the latter will not be to most of our liking. And there is absolutely nothing we can do about. Life moves on. It was certainly a joy to be able to experience the end of the Golden Era here and in places like 'Nom Penh.
Where to go? Well many of my stateside friends are keeping it in their hemisphere. Hitting Mexico for a short trip and Central and S America on longer trips. Places with unrest and poor economies are always good for the monger. I would imagine for those with stones Venezuela would be pretty good at the moment.
For those of us who are settled here; well, we will have to settle for the current situation.

I worked in Hanoi for approximately 6 months, and was impressed greatly by the professionalism, knowledge and openness of those with whom I worked in the Ministry of Public Works. Not only were they open to new ideas; they were eager to acquire additional skills and knowledge. I don't think VN will eclipse Singapore anytime in the near future, but it's going to out perform Thailand and the Philippines–if it isn't already doing so–and I predict its economy will eventually become the second most robust of the ASEAN countries within the next decade.
