I think nowadays most people (esp males) shop for their attires from those ready-made outlets (e.g. shopping centre or boutique) rather than tailor-made. That could be the reason you're not getting any response so far.

If you are not on a budget, stay at Concorde or nearby hotels (think Shangri-La is there too), puts you right next to the most happening areas. There are budget options too but I am not too familiar with them.

There is also Cabana Inn which is RM228 foe weekday and RM238 for weekend. The room is clean, stayed there once, though it could be noisy from the Thai Club happenings down below. Ask for the rooms at the very top, which is not very high since it is only 8 or 9 storey.

The inn has a spa and next door at Health Centre, the Spa de Palace.
