Saw her in Billboard a few days ago and she said she transferred over from Enter because it has the same owner. I don't remember reading that anywhere else so not sure if it is true. Most of the time I only peek into Enter while making the rounds and don't go inside because of their uninspiring line-up. Actually, the second girl I took from there a couple of nights ago wasn't inside the bar but was sitting outside eating and arm hooked me as I tried to pass by. As it turned out, this time I was glad she did.
I think Natty's characterization of it as one of the smaller "honky tonk" bars is about right. IMO, one should never underestimate the surprise pleasures guys can often find in such bars. One interesting observation is, despite the much smaller line-up in Enter, during the hour or so I spent in there the other night and the time before I counted more take-outs and returning girls in street clothes obviously having been taken out than during that same amount of time in either Billboard or Twister Bar. For whatever that is worth. Have to say the only two girls I have taken from there were fun, no nonsense, no unpleasant surprise providers of exactly what I asked of them and they agreed to in the bar. That counts for a lot as far as I am concerned. However, they were also two out of maybe only 4 girls I have ever seen in there that I'd want to take in terms of their attractiveness.

But I don't know if that is for 1 hour, 90 minutes or 2 hours.

Streetwalkers are, well, walking the streets to find a customer. Although most of the time they are not actually walking but standing in one spot, like opposite Nana Plaza or at lower Sukhumvit.
The girls that are commonly referred to as freelancers are girls who try to find their customers in places like Thermae, Beergarden and the night clubs. Or on the internet through chat apps and dating sites.
These girls would be highly insulted if you call them streetwalkers. Because streetwalkers are at the bottom of the pecking order.

Plenty of Thermae girls have been picked up by a customer outside the Thermae ("on the street") if you like. However plenty of freelancers do not want to be out on the street being seen trying to get customers. So there is a good distinction.
We could be extra technical and mention that some free lancers sit quietly on side of street waiting for a customer without aggressively walking or chasing anyone. LOL.
Free Lancers is a term having multiple meanings. However usually means that no establishment is paying them a monthly salary so that they are free to come and go or turn up for work only when they want to. They don't have to follow attendance rules. They are not like employees.
So even girls in bars subject to a barfine, can still be referred to as "freelancers" in some people's definition, if they get no monthly salary. They can still make drink commission monies. Soapies can have "sideline" girls that show up only when they feel like it. Even Annies has some girls free to only work very occasionally and they might be called "freelancers".

LOL For many guys 30 minutes is enough for a fuck and they need never ask. I think at Ruamchit, 500 is bit high so should be more than 1 hour but I never tried there.
I have found that many ST places are inflexible and only offer 1 hour. You want 2 hours you pay double, and there is no 90 minute option.
However I have found certain places that will charge only slightly extra and agree to 90 minutes (I have one such place near to Nana). 60 minutes is too short for me unless I have had no sex for 2 weeks LOL, or if the girl is a bomb out.
Asoke Place gives 60 minutes on busy days like Friday and Saturday (maybe Sunday) but on quiet days, the phone does not ring at the 1 hour mark. They don't kick you out too fast if no customer is waiting. Hence I don't usually go there for ST on Friday or Saturday, I normally choose a quiet night and so get 90+ minutes for the 350 Baht. This may be useful info to some.

So I have picked up many FLs in bars over the years, but Ive had far, far fewer liaisons with SWs. Likewise, I like Cognac, but rarely drink any other type of brandy. But lately, I have been drinking quality Mezcal and really liking it. No, not the stuff with the guzano in the bottle. 555. Quality Mezcal. It's got a great smoky flavor.

But I think your question is, if they are all freelancers, which they are, why would Thermae freelancers mostly ask for 2,500 baht while the freelancers on the sidewalk are mostly asking for 1,000 baht, right? I would say it is because the freelancers in Thermae are less desperate, consider themselves of a higher quality than the girls standing on the sidewalk, can afford to wait and Thermae's customer base tends to buy into that concept as well. Logic would also suggest the freelancers standing outside in the elements on the sidewalk are more "desperate" for business than Thermae freelancers in that they aren't interested in waiting in a room/bar for customers to come in, buy a drink, stand around and gaze at the merchandise and would rather take a more aggressive approach with many more potential customers on the street. So they are also going to negotiate down or settle for less in order to get those customers more quickly.
And there is always the element of branding in that it is generally expected that Thermae freelancers are younger and prettier. So some freelancers who don't see themselves that way won't bother to walk down those steps to compete. But it would be very interesting to see what would happen if a few sidewalk level freelancers invaded Thermae and began to ask for the same 1,000 baht they ask for outside. lol.

But I was curious what they were charging since I heard they had somewhat recently remodeled some or all of their rooms. I knew it would be for at least an hour and can only think of one time I ever needed to use a ST room longer than an hour. LOL. 500 baht seemed about right to me because it is so close and convenient to Thermae downstairs. I assume they know a Japanese guy not willing to risk being seen walking along Sukhumvit by his wife or co-workers would be willing to pay the extra 150 baht or whatever by keeping it in the same property. And would many of those Japanese guys really need much longer than an hour? hmmm

But some things cannot defy logic and basic market forces forever in the face of rent being due and mobile phone data refills being needed today, not to mention the sick grandmas and the family water buffalo needing another transmission overhaul asap. Maybe the freelancer in question doesn't like to be shopped so much by Japanese customers. That happens. I have met freelancers who feel that way or they say they do. Could be she doesn't know about Thermae and their 2,500 baht or so standard I suppose. In the same way many P4P girls in the area, not just the freelancers, have no idea there are a half dozen venues within easy walking distance that offer attractive young Thai girls who will give you a full and complete no hassle BBBJ+CIM for as little as 800 baht, including the room and no additional tip required, starting as early as 9-10AM.
On the above point, whenever the situation allows I will make sure to walk my higher priced go-go dancer ladies past one or two of those BJ Bars on the way to my apartment, casually mentioning what those cute girls (there is almost always at least 1 or 2 cute ones sitting outside) do for men and how much (rather, how little) they charge for it. It is always a nifty and I think overall useful learning experience for the 700+ baht barfine plus 2000+ fee girl who had no idea what a man could be choosing over her on this or any other night for a fraction of what he is paying to be with her to be made better aware of her competition for both service and price in the immediate area. lol.

I haven't had a Thermae girl in recent times, worthwhile to the extent of even considering repeating, yet Asian guys seem to like this place. Japan customers must be less fussy. Most SW, while cheaper, were also not worth repeating. In both cases I hate the shock when the girl gets undressed and her body is not as good as I was hoping. I have a higher repeat rate with bar girls even though costing me more money. I select ones with better bodies for my taste too.
I had one really great girl from a cart bar. She was sweet and young. Fabulous tits of perfection. Lacking experience just did not matter when got lucky with the body. Good GFE too. Sometimes you have just got to get lucky. Its much easier to check out naked girls on your lap than determine which Thermae girl will be good. I wonder how many times I need to try Thermae to find a good choice.
I think the odds are against me, with not so many stunners in there really preferring Farang customers. All my favourite girls, definitely prefer Farangs. My most regular girl has done Asian girls in her life, but claims to have never fucked a Thai man.
