Your assessment is pretty accurate; I'll try to add a bit.
Prices vary a lot depending on the individual. If you frequent the place or are introduced by a local, you will get a better price. I pay around 1,000 for a VIP room which is slightly larger than the normal room and has a big heart shaped tub. I tried the standard room one time and could barely fit in the tub by myself - I swear I'm not a fat blob.
The best time to go there is around 18:00 which is when most of the girls' shifts start. Before that, the pickings can be pretty slim.
The girls have different letters on their badges and I don't know what they all mean. The "B" means body massage which is slip and slide on a rubber mat. I typically go for a simple bath and shag. Sometimes, I bring a change of clothes and use the place to freshen up before going out for the night.
My best experience there was with a group of Thai friends. We got the super VIP room which has a karoke room and two bedrooms with baths. There were five of us and five girls. Odd location, but probably a good place to stay long-term and close to Santiitam for all you Burmese-brothelists.
There are loads of new places opening here, within a year we will have a Dusit (D2), a Shangri-La, a Chedi, and a Banyan Tree. Plus, a Mandarin opened about six-months ago. The D2 will probably be THE place to stay in town when it finally opens. I'll probably spend several nights there depsite owning an apartment.

CEC is just above Imperial Mae Ping, and Santiitam is just below Novotel. I keep mentioning Santiitam but only recommend that area if you like the darker things in life, it's not really newbie turf.

I just took a tour of the place two days ago and it is very nice. Internet is important to me since a make money in online poker tournaments and can't tolerate a bad connection. They have wireless internet through out the building for 500 baht a month. This saves you from have to sign up with a service.
The studios were large but no kitchenette. The one bedrooms looked like luxury aprtments with a large kitchen and living room. 22,000 a month though.
Only a few english channel.
