I stayed in Singapore till the end of 2012 and am well aware of the scenario. Prostitution is legal there. You could head over to a place called "Geylang" and in those lorongs (lanes) , you can find service houses (ones with the red lanterns) with OKT (read Pimps) outside of them. This is the safest option that you can opt for. Look for lorongs 18-22 particularly. Would cost you around 100SGD / 1 pop / 1hr. And can go higher depending on the girl.

And if you want to pick-up girls from pubs, head over to orchard towers (popularly known as the 4 floors of working girls). Though it might turn out a bit expensive as you might have to buy drinks for the girls.
