I heard that in Medellin they have gone to Dry Law on weekends which means no liquor to be sold during weekends? I also heard there was a 12 am curfew in effect placed by the govt.

Great value for money. 8/10. El Cielo deserves 10, best restaurant in the city, followed by La Provincia.

[B]Technology[/B]

Almost no one knew I could pay with my phone, but all the shops accept credit card. There are banks everywhere, 4 G works well and fast (at least with Movistar) but it's expensive. Everyone is using WhatsApp. You can order food on line or a taxi. I felt at home. Definitely not Cuba. It's a modern city.

[B]Transport[/B]

Deadly cheap for a tourist. Reliable. Uber, Cabify, official taxis and another app I don't remember the name, they all work great. Just check the prices because sometimes Cabify is cheaper, sometimes Uber is the best option. Official taxis are in general a bit more expensive but still cheap. Metro is available and cheap. Local bus, I don't know, I didn't use them. 9/10.

[B]Accomodation[/B]

You can find for a decent price a very good, European or North America standard level accomodation. No way you have the same in Africa, not even in Brazil. Definitely 9/10. Just be careful when you reserve that the place is guests friendly.

[B]Security[/B]

Overall Laureles and El Poblado are, IMHO, quite secure. El Centro is dangerous. If you go there, leave your phone at home, and bring just the cash to bang a couple of girls. 100 k /150 k is all you need. Best time for a monger between 4 and 7. After is useless and not recommended. The city centre is usually the most secure part of a city, in Medellin is not, on the contrary is the place where all the thieves and drug users live.
