Just filled out the registration form and got confirmation from Migracion. No COVID test required in filling out the form, albeit there was a question as to whether I had been tested which I had.
According to the confirmation E mail, all information correct, except it says I'm arriving at San Andres Island, and my nationality is Vietnamese. Oh well, at least they got my Passport number, name, DOB, and flight information correct, and yes I'm a gringo, so I may get a funny look when I arrive in Medellin.

I still think it is prudent. But, understand you are vulnerable in many ways. I would not buy a card from a street vendor or a little store, there's a chance it would be a stolen card.
In Cali go to the Official fancy Claro store. They will give you sin card. Then go to grocery store big chain or family-owned Whichever is closest. AsK the cashier for a cell phone recharge. They will ask for your number and the recharge amount. Then waits a minute until the recharge arrives with SMS confirmation. Then open the browser type Claro and hopefully you can figure out how to navigate to the Claro store. There you can buy a package like 3000 for SMS and Internet and phone call minutes for 3 days. Purchase package. They have all sorts of packageS. Then wait 5 minutes and you will receive confirmation your packages activated. If it is different in med than in Cali someone can tell you about it here on the forUm.
It's better to recharge at the grocery store than with a credit card. Because the cell phone may actually save your credit card for purchases in the future. So someone steals your phone they can recharge it if the card is saved to the account. Where the puck is the delete credit card button?
