Investment is often unrelated to the potential profits of the bar. Many bars in Nana Plaza 'wash clothes', as does Nana Liquid Disco. 'Authorities' benefit.
Other establishments are 100% directly owned by 'Authorities'.

And before the "you just need to have game" idiots get started, I saw some good looking young farangs in there and nothing, head up, see farang, head back down, looking at phone. I was there once and about 3/4's of the chicks didn't accept any interest from any guys not Japanese. I got to talking to another farang guy there and he's not on the forum and echoed all the sentiments from here. I don't feel like I missed anything.
