Its a not a hard and fast rule...if we feel that there is a genuine first timer who needs help...he will surely get that.

Its just that I get many PMs in which people just ask about contacts but refuse to put FRs saying that they are scared or busy or with any other stupid reasons.

I also see PMs from other set of people who have 10-15 (more or less) FRs but all those FRs are only about asking xyz contacts from others. If they have already asked so many contacts from others.then they must first put some good FRs before asking more contacts.
