The exchange rate when I was in London 2 weeks ago was about $1.85 per Pound when I factored in fees, etc. The most cost effective way to exchange is to use your ATM card and to keep the transactions to a minimum and as large as possible to dilute out the fees (my bank charged $5 each time I used a London ATM).

As others have posted, if you have 12 hours, you can easily take the Picadilly line into Central London and go to an incall. You can use Scandalbabes or A1-asian (150 and 140 pounds per hour, respectively). I have always been able to take a shower at their flat before departing.
