The covid app is voluntary. The link attached by Brother Yippy is obligatory. It is an electronic health declaration. When you enter your flight and document details it will made available to Colombia immigration. Airlines will not let you board without presenting a confirmation email.

I really hopes this clears the confusion. I encourage someone else to verify my summary translation: no test is required or contemplated by the official (Minister of Public Health) who is empowered by the President to impose testing. Everybody can calm down.
With respect to legal questions, as in most other democratic republics worldwide, there is a state of emergency in place in Colombia (currently extended until February 2021). The state of emergency gives the President power to impose policy by decree, as distinct from checking with legislators or judges. In plain terms it means the judge can say anything but it is up to the executive branch to accept or ignore it.

You do not need the covid app. The link that YK provided has the immigration form that you have always filled out. It is electronic now instead of on paper. You submit that then receive an email confirming that you have submitted your immigration paperwork.

On December 3: Government Responds – No PCR Test Required.
After the judge responded, the National Government in Colombia responded. According to El Colombiano, the Minister of Health, Fernando Ruiz Gómez, said that the Government is not in a position to comply with the ruling of the Eleventh Municipal Civil Court of Bogotá, which obliges the executive to demand the PCR test for people who enter Colombia on international flights.
President Iváand Duque also affirmed that it is impossible to comply with the court order, as it is contrary to the scientific decision supported and sustained, and that it also obeys evolutionary criteria of the behavior of the pandemic.
Minister Ruiz explained that while the legal process is being carried out before the 11th Court of Bogotá, travelers who arrive in Colombia will not have to present a PCR test or undergo a 14-day quarantine upon entering the country.
Pro tip: don't rely on Medellin guru for information. This is one time they got it right but theory record is not brilliant.

All of December is too big of a deal in Colombia. Any big lockdown would set the cities on fire.
Normally LA 70 is busy and loud all the way til 3 am in the morning. Well tonight the streets was quiet by 12 am so definitely new regulations is affecting the nightlife of La 70. Well at least after midnight Dec 4.

Thank you for providing this. I figured the government wasn't going to do this right before the holidays with so many Colombians abroad visiting their families. People are pissed enough already.
I wouldn't be surprised if though, if after the Holidays, they re-institute the requirements.

At least that is what I read and someone else with better Spanish skills perhaps can confirm what I read it's in the Salud section of Notiicias of El Espectador published today December 3.
If true, the quarantine issue is not good unless your test is within the 48 hour window. But again somebody should read the article or confirm from another source.

I did not distinguish if the test had to be administered four days before arrival or the negative test result received no more than four days before arrival. TIA.
If the government's position holds and no test required continues it's moot. I am going to look for a same day PCR that I can take Thursday the day before my flight in case the government caves next week. But I don't see how they can because on short notice they know they would be turning all travelers away. But even if they implement the test requirement again most people, especially Colombians returning for the holiday, are not going to be able to find or receive the test. They still are not that easy to come by, I don't believe. Some areas outside the larger cities only offer through private testing firms that seem to locate in an area one day a week then move on. I hope the government continues its position.

I hope the government continues its position.[/QUOTE]Case in point how screwed up it is, when I came down about a month ago I got tested one day prior to my flight, and then they dropped the testing requirement the next day, the same day as my flight. Things change like the direction of the wind with COVID, and I don't know how long your coming down for, or your budget, but easily within a few days time they could change their minds on things, albeit I agree with all of your reasons as to why they shouldn't.
