You are right that the scared cats way over blow policia's shakedowns and security risks in Tijuana.
I have been going to Tijuana for 15 years, sometimes 2, 3 times a week, driving and walking, most times by myself, and have not been robbed or had my pocket lifted in all those years. OTOH I had been robbed at gun point in Hollywood, money stolen at LAX, wallet stolen by a pretty young girl in Manhattan. So Tijuana may well be safer than major US cities.
Back in about 2005 I was stopped and shaken down a few times by policia, but I never gave them anything, and they just let me go.
In my personal experiences, Tijuana is definitely safer than downtown LOS Angeles, Paris, Rio De Janeiro, Sao Paolo, Bangkok, Phuket, Manila, Jakarta, Hanoi, HCMC, Chong Ping, Guang Zhou and other big cities.
Tijuana's downtown and tourist areas are safe in the daytime. At night, limit walking to around the bars and clubs on Coahuila. Just don't walk alone at night into dark alleys where druggies may hide out to rob anyone. Carry small amount of cash and an ATM card with $500 or $1000 limit to minimize potential losses.

On most trips to LZ the farthest I walk outside LZ is to the swap meet or down Revo to about 4th street looking for the one carton of cigarettes I bring back with me on every trip. I have older cars and drive them into Tijuana. I park at HDS or Leyva when I stay at those hotels, or at Pepe's when I'm staying at Cascades or other Zona hotels. When I go to Tijuana I stay at hotels in LZ, but I drive all over Tijuana and occasionally to Ensenada. Plaza Rio, the Mercado Hildago and the gastronomic district are too far IMO to pleasantly walk to from LZ. When I drive outside of LZ my quasi-wingman usually tags along since he is usually happy to get out of LZ for an hour or two. He comes in handy a lot of the time since he speaks fluent Spanish. My Spanish sucks.
A couple more tourist places in Tijuana: if you have kids, its a good idea to take them to Mundo Divertivo. It's pretty far from LZ, maybe 8 to 10 miles. It's a kid's orientated amusement park, sort of like a large Boomers.
Another fun place to spend half a day is Parke Morales. QW and I took a couple of LZ chicas there in my car two or three years ago. It is a very large park with a few food vendors and a few carnival type rides. We went and had a picnic, like hundreds of other couples were doing there. Parke Morales also contains a small free admission zoo.

I have been (and lived) in many large cities. Tijuana is not that bad. My amiga says that American's are afraid to come to Mexico because of the cartels and the killings. Well shit happens everywhere. I was shot at in Miami. I went through RIOTS in Miami and LA. I have seen more pure cocaine from Columbia than any cartel in Mexico. I don't recommend newbies to walk off Coahuila's pussy block at night by themselves. However, I have walked and driven on Revolution and Constitution many times at night, 8 or 9 PM when there are still lots of people on the street. I would never recommend walking that area later at night when the good people went home and only criminals stayed behind.
There may be a few young, attractive girls at Las Pulgas, but they party with their young friends. It's hard to break into their parties. Even if you mange to break in, you would waste your whole night playing their little games and not guaranteed pussy at the end.

I know a few guys who spend a lot of time in Tijuana, some speak fluent Spanish, and personally know a lot putas and people who run restaurants and hotels in La Zona.
These guys have a lot of good info and lots of interesting stories to tell. However, they are reluctant to post because a few guys, who think they know everything, would make groundless accusations and call them liars for anything outside of their knowledge. That creates a lot of friction, anger and resentment.
If these guy don't know something, it does not mean it did not happen. If they cannot achieve something, it does not mean others cannot do it, more like they are just too old, rude, stupid to do it.
You can argue facts with your own facts, but don't call others liars unless you have clear proof. That is just very stupid and rude ways to deal with people.
Big liars are always assuming others are also lying.

Having been to HK and the aera many times I have to say this trip was disappointing. First, there was a shooting today and the police have blocked off both main street. Three guys starting fighting then all of a sudden they pull out guns and start shooting. It looked horrific tonight. One was taken into custody the others in an ambulance. Someone said it was a fight over who should run the strip. Police were everywhere. Truth be told bad things can happen anywhere. I wouldn't avoid Tijuana over a shooting. More cops will probably be out. My really problem is the girls. They are asking 80 for a half hour and 100 l for an hour and you pay about 20 for the room so that's 100 a pop. Seem expensive for a 3rd world country. The other things was that there seems to be a shortage of really hot girls. Once you seem them the next morning you are like dam wtf was I thinging. Most HK girls are very fair skin with implants but not really hot. As a Vip member if you go on a Sunday to Wednesday you only pay 25 a night. They will put you up on a higher floor with where many of the girls live while working at HK. The really benefit is you see them coming in and getting ready. Thry are often willing to negotiate because it's off time and bonus money. The bad is you see then in the morning with no make up in the day light and they don't look so hot. Seems like HK is getting expensive and the quality is dropping. I wish there was a way we could make the girls realize money is the scarce commodity. Brought a drink for an old friend and she said that she that 100 was a good value since guys in the US pay 300 at home. It is what it is but Tijuana is starting to feel like a rip off. You are probably better off flying somewhere else for a few days. 2nd. Street girls avoid them. You are more likely to have a problem with them and pay the same amount after all of their extra fees and fighting in the room. 3rd Avoid all of the guys approaching you. They don't actually have an hookups. 4th. The waiters are annoying. 5th. HK is renovating the bar so one of them is closed. 6th If you are going to take a girl, take a club girl. Just a personal opinion but I think as the world economy improves all the pretty girls will find better lines of work and pay for play will decline. Just look at the last five years. On Tuesday night a Tijuana Policia was shot & killed. So yes, there is going to be a lot more Policia presence in LZ.

You can't always eliminate all problems, but it helps minimize them. It's always better to deal with them on the sidewalk, where you have the upper hand vs. In the room, where they have some advantages.
