US government policy for inbound flights to USA

I was hoping that they would get rid off this policy with their last changes to rid off some of their policies, they still stuck with this. Yes, there areaging airports and infrastructure but it has happened to me in new newer airports too. Two unrelated topics.
Is it possible to travel cheaply between Colombia and the Dominican Republic?
I am planning a Colombia and Dominican vacation with time split between the two countries. I am trying to build an itinerary of (NYC area) USA to Medellin to Santiago, DR back to the USA (NYC area).
So far I am at about $2,000 in airfare for the three legs. I have to believe that there is a cheaper regional carrier that goes between Colombia and the Dominican Republic. Any of you Latin America travel vets have any tips? Thanks!
