Which hotel to choose, depends on your budget.

When I looked quickly at the hotels in that area, the SM Hotel Sant Antoni caught my eye as having very good reviews at a decent price. Not sure if it has any room balconies, but it has an outdoor rooftop terrace with a pool, where it would seem you might be able to go up and smoke and drop ashes onto tourists walking on the sidewalk below.

I looked at the pictures on tripadvisor, and I see balconies outside some of the rooms. I might stay there myself. I usually use hotel reward points, but the ones close to the city have really increased the point redemption levels.

I had a rendezvous at The Expo, near the Sants Station, which as I recall had a balcony. Moderately priced but was great for a quick overnight.
