I think it's the opposite, your more likely to get drugged in a nightclub / bar / apartment than in a seedy area which I assume your referring to El Centro, and a budget monger's radar is going to be much higher there to avoid being robbed.
All in all, I don't think there are a lot of haters on this board, it's just that everybody rolls different, and some guys just don't roll as others, thinking that how they roll is the correct way to roll, hence a lot of the friction at times between the posters as to how they roll, what they pay, and on and on.
