As I've written before it seems clear that the entry requirement the United States announced it will put in place January 26 is a negative PCR test result. The enforcement is at the point of departure. Airlines are to verify the requirement is met as a condition of boarding.

I started this thread of discussion so I now reserve the right to end it or at least ask that it be moved elsewhere. Since yesterday it has become circular and thus of little use.

When you get tired of the "bar / club crawl" perhaps try some "lurking". Show up at the Intersection of Carrera / Calle 52 aka "ground zero" around 4 PM in the afternoon as a lot of girls show up around then who work into the early evening and there are still girls from the day shift who will be leaving after it gets dark. That said, there have been guys there during the worst of restrictions, curfews, etc. And they had no regrets. Look up posts from Slapshot and Blakman.

Don't expect there to be any significant vaccine rollouts there in the near future. The primary purpose of the restrictions is to prevent the hospital systems from becoming overwhelmed.

It's easy to keep up with Colombian news online. Look up the newspaper El Tiempo. It's of course translatable.

There is a story in the local Cartagena paper about three gringos who tried to turn in forged Coronavirus tests when flying out and they apparently have a system that verifies the tests and they called the police and these (am assuming they are all guys) people got arrested.
