It is better most of the time I'm told and in my experience and they start at 100 (or have).

Not sure how many ships are in port in the summer but I don't think as many so probably not as many girls either. There were some cute ones in the winter.

If mongering is your main focus, go to la CDMX, Guadalajara, etc. But if you're on a cruise, diving, etc. And just want to get laid, you can.
